When you change the way to look at things, the things you look at change.
The most important thing we can begin to embody and understand is that the business of the Province does not cease because Legislature is dissolved.
Why does this matter?
We’ve been led down a garden path to believe that Legislature = Government and it does not. The Province of Nova Scotia is a corporation (not a landmass) that is registered and regulated by the US SEC. The Lieutenant Governor is the CEO and the Premier is also the President of this corporation via the Executive Council (aka executive branch aka Cabinet).
Everyone in the systems operates in multiple capacities (titles) and it is our job to know who they are, where they're standing and what contracts bind them based on those factors. When we assume incorrectly, they are not required to correct us because in Canada you have the right to not self-incriminate.
All Agencies, Boards, Commissions (ABC's) are businesses in contract with the Departments of the Province of Nova Scotia, which Ministers are appointed to Administrate.
The Office of the Ombudsman is appointed to address any complaints regarding the administration of Policy + Procedures to ensure they do not violate Acts (contracts) between the Departments the ABC’s are in contract with and the Public.
All this to say, MLA’s do not have standing or influence in the Executive Coucil, however they appear to be trustees who have a fiduciary duty to ensure that the Executive Council is not violating their contracts. The people of Nova Scotia are not the beneficiaries of their efforts, the Province of Nova Scotia (the corporation) is. This is why nothing appears to change in the favor of Nova Scotian’s
Therefore, Legislature and the MLA’s who form it, is inconsequental to the people asked to vote them in. All actions and remedies must be handled as business through the Executive Council, not politics. Remedy is most effectively sought and received by having contracts adjudicated through the appropriate mechanisims.
I write this from my direct experience interfacing with the system in this way, and achieving significant, tangible results. All links that piece this framework together are below.
